As stated in the WBSC Elections By-Laws, Art. 1.1, "the election and ratification procedures for positions on the WBSC Executive Board and on the Division Boards (Baseball Division, BD, and Softball Division, SD) shall be conducted during the WBSC Congresses and respective Division Meetings held in the year immediately after the Summer Olympic Games (first year of the Olympic Cycle) or as otherwise determined by the Congress (Elective Congress)." The election and ratification procedures shall be under the control of the WBSC Legal Commission, who shall apply these procedures in strict accordance with the WBSC Elections By-Laws.

Everyone involved has the obligation to act in the best interests of WBSC and in accordance with the Constitution, Regulations and By - Laws. Conflicts matter because they affect discussions and decision-making and may result in decisions being reached that are not in the best interests of WBSC. Conflicts can give the impression – both internally and to the wider public – that improper conduct has occurred even when it may not have.

Conflicts come in a number of different forms. It is primarily the responsibility of each party to identify, and then declare, if there is a conflict or potential conflict that may affect them, or someone connected to them. If a conflict or potential conflict exists, it must be declared by the party and managed as set out in the WBSC Conflict of Interest Policy.
